General Advice for leveling up efficiently

If you are going to read build guides, make sure the ones you are looking at apply to the most recent mod.
Everything changes all of the time, and older guides can have some seriously dated ideas in them, but you can also learn how certain skills don't work as advertised, or that they synergize with other skills or gear in really cool ways.
Also, keep in mind that build guides are focused on end-game toons and often rely on stats you won't be able to accumulate until you have your own end-game gear and enchantments.

Additionally, some people prefer to complete all of the content in order. If that's you, just know that your level will quickly surpass the recommended level for the zones you are playing. You will have a super easy time of it but you won't gain much XP for killing mobs and completing quests far below your level.
Fighting below your level will also not give you the benefits of learning the limits of your skills. Getting to level 70 is just one big tutorial designed to teach you how to play your class. The real fun starts then when you start gearing up, refining and running dungeons.

That being said, as you are leveling up a toon to 70, there are a few do's and don'ts that bear keeping in mind to make the process quicker, and I would definitely recommend getting to 70 as quickly as possible.
Enjoy the questing, but feel free to skip some content. Try to always be fighting mobs that are higher level than you are, but don't get too far ahead or you won't qualify for quests. Turning in completed quests give much more XP than killing stuff does.

Don't skip Blacklake District or Neverdeath Graveyard though... You get free bags for completing those zones.
Complete the "Benign Order of the Third Eye Campaign" as soon as it becomes available to get another free bag as well.

After that, pick zones you barely qualify for, skipping the zones that won't reward you as much XP.

As you quest through each zone, you will eventually confront bad guys and gals that are tougher than normal mobs, and you will also get some quests that are more challenging than others. Often, the equipment you get as drops or loot from these encounters can be unique in appearance, so even if you have better gear, you might want to throw some items in the bank to use for transmutation later on. That has nothing to do with leveling quickly, but I wish someone would have told me to save some of the cool looking stuff I vendored early on.

What gear should you pick and what skills should you develop? It really doesn't matter. You can get a free respec token during the "Benign Order of the Third Eye Campaign" in addition to the bag which you can use once you get to 70 to fix any errors you might have made, and even if you spend attribute points (STR, CON, etc) unwisely, you can always buy a race-reroll someday. As you level up, grab the stronghold power and defense boons and focus on power as a primary stat. You'll never build enough critical chance below 70 for it to really matter, and few mobs will require any armor penetration at all.

Power makes everything better, so focus on that. You will end up with enough defense to protect you because most gear has at least some of it. If you stack power, you will kill stuff faster and won't need to worry as much about armor or healing. As you level, you should also prefer defense to deflect. Just as with critical chance, you just won't be able to get enough deflect or deflect severity for it to be better than straight damage resistance.

The only other consideration for gear is that when you start finding armor with enchantment slots in it, you can throw whatever Azures you can find in the defensive and utility slots (for XP gain) and some Radiants in the offensive slots, but don't go too crazy... It costs gold to get them back out.

More important than what you're wearing is what you are doing. Learn your skills and practice using that tab. If you have a dodge or a shield, practice using it in every fight. You don't have a lot of buttons to push in this game, so push them all, always.

Don't worry about refining enchants or runestones. That will come later. You should never refine up anything less than a level 8 stone, anyway, and there's a case to be made that it's always better to just sell what you have and buy a higher level stone. That's not true for Artifacts or Artifact equipment, obviously, and refining in general deserves it's own post. Back to leveling...

Invoke full-cycles on all your toons every day. Even if you are not playing your alts, they will gain a lot of experience through invoking. They will also be stockpiling Celestial Coins, which you can trade for Coffers of Celestial Enchantments in the Vault of Piety. These seem to have a mathematical advantage over the other choices when it comes to the chance at receiving a Coalescent Ward as a reward. Those wards are by far the most valuable thing you can get from invoking, and having more alts gives you more chances to get more of these fairly rare prizes.

Start the Elemental Evil, Sharandar and Underdark Campaigns at level 60, and start "The Vault of the Nine" quest that rewards your Class Sigil. Finishing those will take you past level 70 and jump-start you on the gear you will need to get into dungeons and do the more advanced campaigns.

Finally, if you can convince a guild-mate to party up with you and go kill bears in the stronghold, you will probably be surprised at how much XP you will get. There's an area around the Barracks with several bear spawns. You'll have to kill some wolves as well, and there's a Heroic Event that will pop up from time to time, but I have leveled up a few toons killing those XP bears... 5 or more levels an hour!

This seems to be "fixed" now... while killing the bears is an efficient source of XP, they don't seem to give much if any more XP than other things you can murder

Hello,

A few modifications , if I may, The fastest leveling up after neverdeath graveyard til around lvl 62 when you should start elemental evil campaign is done by going into Illusionist Gambit Skirmish and finish it either after first round or second.

Also, Don't skip Tower District area, you do The Benign Order of the Third Eye Campaign AND it gives you a professions assets pack, same as Neverdeath Graveyard area.
